Foster Care, Independent Living, And Adoption Assistance

As a condition to the receipt of federal funds under Title IV-E of the Social Security Act, the designated state agency must submit a state plan for the program to provide, in appropriate cases, foster care and adoption assistance under Title IV-E of the Social Security Act. By submitting this plan the state agency agrees to administer the program in accordance with the provisions of the plan, Title IV-E of the Act, and all applicable federal regulations and other official issuances of the department. The plan allows the state to receive Federal financial participation (FFP) in the costs of foster care maintenance payments and adoption assistance. Once the state plan has been submitted and approved, it shall remain in effect until amendments are required. An amendment is required if there is any significant and relevant change in the information or assurances in the plan, or the organization, policies or operations described in the plan.
