Medical Consent Training for Non-DFPS Employees

Texas Family Code Section 266.004(h) requires all individuals who consent to medical care for a child in DFPS conservatorship to complete a DFPS-approved training on informed consent before consenting to medical care, except for birth parents unless ordered by the court. DFPS developed the following training for medical consenters who are not DFPS employees, such as foster parents, kinship caregivers, emergency shelter employees and private child placing agency employees. This training must be completed before DFPS can designate you as medical consenter. You must complete this training only once. Please note that both foster parents or kinship caregivers who will be designated as medical consenters must complete the training.

Foster parents will receive one hour of credit for completing this training.

DFPS also provided detailed policy information on the medical consent process to residential child care providers. 

(For individuals who are able to complete the computer-based training)

If you are able to complete the computer-based training, please do so and print out the certificate at the end of the training as proof of completion of the training. You will need to keep a copy of the certificate and present it to CPS staff each time they designate you as medical consenter. CPS staff will also make a copy of the certificate for the child's CPS case record. If you do not have access to a printer, please coordinate completion of the training with:

  • CPS staff, if you are a CPS foster parent or kinship caregiver; or
  • Your agency, if you are affiliated with a private residential child care provider, such as a private child placing agency or emergency shelter.

CPS staff or the private residential child care provider can issue you a certificate once they ensure that you have completed the training.

Note: a certificate will print out only after completion of the Flash version. The Acrobat and PowerPoint versions were designed fro instructor-led training and do not print out a certificate.

(For those who are unable to complete the computer-based training)

Someone will review a PowerPoint presentation with you and issue a certificate:

  • CPS staff, if you are a CPS foster parent or kinship caregiver; or
