Regional CPS Contracts

Responsibilities

Regional client service contracts are entered into to provide remedy to abuse, neglect or exploitation of DFPS clients.  

Regional contract staff are responsible for managing and monitoring assigned contracts for compliance with contract terms; supporting caseworkers or state office staff by coordinating the resolution of identified performance issues or concerns; and assisting with questions pertaining to service authorizations.   The contract monitoring functions of division staff include making on-site visits, reviewing contract activities, and documenting the programmatic and financial accountability of each contractor.  Contract staff is also responsible for processing the payment for these services.

  • Child day care services
  • Post Adoptive Services
  • Evaluation and Treatment services Psychological Services - includes psychological evaluations
  • Treatment Services includes: psychosocial assessments,
  • individual, family and group counseling,
  • parent-caregiver training,
  • substance abuse assessments and treatment (individual, family and group counseling)
  • Preparation for Adult Living (PAL) services
  • In-State Adoption
  • Out-of-State Adoption
  • Broker Services – includes Home Screenings, Report, & Assessments

DFPS enters into Support Services contracts to improve the effectiveness of direct client services and to support organizations that provide indirect assistance to clients.  Examples of support services contracts include contracts with:

  • Foster parent associations,
  • Memoranda of understanding with other state agencies,
  • Title IV-E county and university contracts,
  • Legislatively required projects such as Child Fatality Review Teams
  • Burial services for deceased children in the managing conservatorship of DFPS,
  • Medication and groceries for the APS client, and
  • Rent/house payment for the APS client.

Statewide Contracts

Centralized at the DFPS headquarters in Austin (State Office), one regional contract unit is responsible for CPS statewide contracts that are managed and evaluated in state office. These contracts may provide for direct services to CPS clients, support services, and special demonstration projects, and include contracts, interagency agreements and memoranda of understanding (MOU’s) with other state agencies.   The contract staff is responsible for CPS Title IV-E and Title IV-B contracts.
