Council Meetings

The DFPS Council meets quarterly. Work Sessions begin at 2 p.m. and meetings begin at 9 a.m. unless noted otherwise.

Public Participation and Registration

DFPS and the Council place a high value on public input and participation. The public testimony portion of a meeting provides a regular and reliable opportunity for citizens to address the Council. In order to provide time to all citizens wishing to speak, Council will observe a three-minute time limit per speaker on public comments. The official timekeeper will indicate when one minute remains on a speaker’s time, and when the speaker’s time is completed.

Citizens wishing to address Council must complete a registration form at the hearing desk prior to the conclusion of the public testimony portion of a meeting. If preferred, citizens may register in advance of the meeting by completing a registration form on the DFPS public website.

  • Written materials presented in support of a speaker’s testimony must be provided to the registration desk at the time of registration, with the speaker’s name clearly marked in the upper right corner of page 1. So that all Council members, the Commissioner, and the Parliamentarian may review the speaker’s information during the speaker’s testimony, registrants are asked to provide twelve (12) complete copies of support materials.
  • Speakers might not be called in the order of registration; therefore, registered speakers should plan to be available through the conclusion of the public testimony portion.
  • If two citizens wish to provide the same testimony, one may be elected to speak on the other’s behalf, allowing the elected speaker a maximum of six minutes to address the Council.
  • No pre-recorded audio or video testimony is allowed.

Public testimony will conclude when the Chair has no more registration cards in hand, and announces the close of testimony.

Council may postpone an agenda item or public hearing where allowed by law. If a hearing or agenda item is postponed, citizens should re-register to speak at the subsequent meeting.
