The Interstate Compact on the Placement of Children (ICPC) is a uniform law enacted by all fifty states, the District of Columbia and the US Virgin Islands.
The Purpose of ICPC is to ensure that children placed out of their home state receive the same protections and services that would be provided, if they remained in their home state.
In support of the ICPC, Texas law requires that adoption petitions and petitions for managing conservatorship filed by the Texas Department of Family and Protective Services (DFPS) or any non-parent include a verified allegation of compliance with the ICPC or a statement of the reason for noncompliance. TEX. FAM. CODE 162.002 (b).

- The ICPC is codified at Texas Family Code go to Chapter 162. Adoption then to 162.101
- Rules are in the Texas Administrative Code at Title 40, Part 19, Chapter 700.1901
- DFPS policy and procedures are set forth in Section 9000 of the CPS Handbook.
