This revision of the Adult Protective Services In-Home Handbook was published on October 1, 2013. Summaries of new or revised items are provided below.

APS In-Home – Release 1 for FY 2014 (PATS 6397)

APS In-Home releases policy revisions three times a year. This is the first release for FY 2014. The changes clarify policies and procedures for external stakeholders and regional staff.

Summary of Changes

This revision:

  •  removes LEP and safety policies that are duplicative with DFPS’s policies;

  •  clarifies that after consulting the regional attorney, APS may notify a licensing board or entity regarding a situation, regardless of the findings;

  •  clarifies policy and procedures regarding investigations involving school personnel;

  •  clarifies that money management provided by a room and board owner is different than being a representative payee;

  •  clarifies policy and procedure for APS staff regarding nursing home admissions;

  •  clarifies that APS staff are not required to de-identify records before releasing an open investigation to law enforcement officials;

  •  clarifies that splitting purchases when using purchased client services (PCS) is prohibited;

  •  explains that DADS is no longer notified following due process unrelated to the Employee Misconduct Registry (EMR) that involves HCSSA or adult foster care employees, except as outlined. A new form has been developed for this DADS notification; and

  •  clarifies that APS has jurisdiction to investigate adult foster care homes that are not required to be licensed, regardless of whether they are contracted.
