8412.3 Parent-Training
8412.31 Identifying Available Services

Either directly or through subcontractors, each contractor must provide adoptive parents with opportunities to participate in parent-training programs designed to:

  •  improve the parents' skills in raising and communicating with their children;

  •  increase the parents' knowledge of child development;

  •  increase the parents' knowledge of the effects and dynamics of physical, emotional, and sexual abuse and neglect;

  •  inform parents of specialized methods of behavior management and discipline; and

  •  increase parents' awareness of special issues related to adoption.

8412.32 Determining Eligibility

Any adult member of an adoptive family may participate in parent training. Other interested individuals may also participate when space is available. The contractor must maintain a log of all training sessions and participants.

8412.33 Identifying Allowable Subcontractors

Contractors may subcontract for parent training with any of the following types of providers:

  •  organizations of adoptive parents;

  •  licensed child-placing agencies;

  •  universities, training institutes, and other educational agencies;

  •  individuals with knowledge of or experience in adoption; and

  •  individuals with specialized knowledge and experience in other areas relevant to parent raining for adoptive parents.

8412.34 Budgeting

Contract budgets for parent training may include, but are not limited to, the following allowable costs:

  •  rental space for meetings and training sessions, unless the space is available at no charge;

  •  fees and expenses for trainers;

  •  registration fees for training programs that the contractor does not provide directly (if approved in advance by the contractor);

  •  training materials for participants; and

  •  on-site child care to permit attendance.

Note: Participants' transportation costs are unallowable.
