Decision Tree for Persons Entitled to Notification of Investigation Findings

Parents and Guardians

If the person entitled to notification is a parent or guardian of an alleged victim or a minor alleged perpetrator, and if the overall disposition is:

  •  not UTC – the worker sends the Letter to Parent/Guardian;

  •  UTC – the worker sends the Letter When UTC.

Substitute Parents

Eligible for Notification: If the person entitled to notification is a substitute parent of an alleged victim or a minor alleged perpetrator, if the worker determines the person is eligible to be sent a parent or guardian notification letter, and if the overall disposition is:

  •  not UTC – the worker sends the Letter to Parent/Guardian;

  •  UTC – the worker sends the Letter When UTC.

Not Eligible for Notification: If the person entitled to notification is a substitute parent of an alleged victim or a minor alleged perpetrator, if the worker determines the person is not eligible to be sent a parent or guardian notification letter, and if the person is an alleged perpetrator, and the overall disposition:

  •  is not UTC – the worker sends the Letter to Non-Parent/Non-Guardian;

  •  is UTC – the worker sends the Letter When UTC.

Whether the Substitute Parent is Eligible or Not for Notification: The worker sends the parents or guardians of alleged victims or minor alleged perpetrators who are living with the substitute parent a notification letter as indicated above under “Parents and Guardians.”

Adult Alleged Perpetrators

If the person entitled to notification is an adult alleged perpetrator and is:

  •  a parent or guardian of an alleged victim or a minor alleged perpetrator, see Parents and Guardians above;

  •  not a parent or guardian, but is a substitute parent of an alleged victim or a minor alleged perpetrator, see Substitute Parents above;

  •  not a parent, guardian or substitute parent of an alleged victim or a minor alleged perpetrator, and the overall disposition:

  •  is not UTC – the worker sends the Letter to Non-Parent/Non-Guardian,

  •  is UTC – the worker sends the Letter When UTC.

Minor Alleged Perpetrators

If the youth entitled to notification is a minor alleged perpetrator, and:

  •  is a parent of any of the alleged victims – see Parents and Guardians above for notification of the minor alleged perpetrator;

  •  is not a parent of any alleged victim but is a designated perpetrator or a ruled out perpetrator – the worker sends the minor alleged perpetrator the Letter to Non-Parent/Non-Guardian;

  •  is not a parent of any alleged victim, and is not a designated perpetrator or a ruled out perpetrator, the worker:

  •  tells the minor alleged perpetrator the findings of the investigation that pertain to the youth, or

  •  mails the minor alleged perpetrator a letter composed to be consistent with the youth’s level of development.

A “ruled out” perpetrator is a person named as an alleged perpetrator in allegations all of which have been ruled out in an investigation.

Alleged Victims  

If the child entitled to notification is an alleged victim and is:

  •  a parent of another alleged victim, see Parents and Guardians above;

  •  not a parent of another alleged victim, but is a minor alleged perpetrator, see Minor Alleged Perpetrators above;

  •  not a parent of another alleged victim and is not a minor alleged perpetrator, the worker:

  •   tells the alleged victim the findings of the investigation, or

  •  mails the alleged victim a letter composed to be consistent with the child’s level of development.

Reporters

If the person entitled to notification is a reporter, and is:

  •  a parent or guardian of an alleged victim or a minor alleged perpetrator – see Parents and Guardians above; or

  •  not a parent or guardian of an alleged victim or a minor alleged perpetrator, but is a substitute parent of the child – see Substitute Parents above; or

  •  not a parent, guardian, or substitute parent of an alleged victim or a minor alleged perpetrator, but is an alleged perpetrator – see Adult Alleged Perpetrator or Minor Alleged Perpetrator above; or

  •  not a parent, guardian, or substitute parent of an alleged victim or a minor alleged perpetrator; is not an alleged perpetrator; but is an alleged victim – see Alleged Victim above; or

  •  not a parent, guardian, or substitute parent of an alleged victim or minor alleged perpetrator; is not an alleged perpetrator; and is not an alleged victim – the worker sends the person the Letter to Reporter.
