Lynn W. Blackmore is the associate commissioner for Program Operations with the Texas Department of Family and Protective Services (DFPS.) He is responsible for the DFPS Workforce Development, Data & Decision Support, and Operational Support Services divisions. In his role he also collaborates with HHS for the oversight of DFPS Information Technology and Contract Oversight and Support services.
Mr. Blackmore has had an extensive career in Texas Health and Human Services, having worked in the system for more than 24 years and holding senior management positions for more than 14. Most recently, he was the chief operating officer for the Texas Department of Aging and Disability Services (DADS).
Beginning his career as an eligibility specialist with the Texas Department of Human Services (DHS) in 1992, he has served in a variety of capacities at DHS, the Texas Health and Human Services Commission (HHSC), and the Texas Department of Assistive and Rehabilitative Services (DARS), including serving for six years as the CPI director at DARS.
After his work at DARS, Mr. Blackmore served as an HHSC associate commissioner. He also was the director of Medicaid Provider Integrity at the HHSC Office of Inspector General.
Mr. Blackmore has a bachelor's degree from the University of Illinois at Urbana-Champaign. He also is a graduate of the Governor's Executive Development Program as well the DHS Building the Bench Program. He is a certified mediator through the Rio-Grande Council of Governments.
