Cynthia O’Keeffe is the General Counsel for DFPS. Prior to this she was Deputy Chief of the Civil Medicaid Fraud Division at the Texas Office of the Attorney General. During her 11 years at the Attorney General’s office, Ms. O’Keeffe handled complex civil Medicaid fraud litigation and medical records privacy matters, including HIPAA. Prior to entering public service, she spent 20 years practicing family law in San Antonio. Ms. O’Keeffe’s family law practice included representation of several child placing agencies throughout the state. Additionally, she represented numerous adoptive parents throughout the country in finalizing their adoptions in Texas.
Ms. O’Keeffe has a bachelor of science degree from the University of Texas College of Communication and her law degree from St. Mary’s University School of Law. She has been licensed to practice law in Texas since 1982.
