Robert (Rich) Richman was appointed as the Associate Commissioner for Child Protective Investigations in September 2021. This division oversees Child Protective Investigations, Child Care Licensing Investigations, Special Investigations, and Human Trafficking.
Prior to coming to DFPS, Richman served 29 years in law enforcement, including his role as a commander for the Austin Police Department where he lead in numerous divisions over 26 years to include Training, Organized Crime, Child Abuse, Human Trafficking and Child Exploitation, Internal Affairs, and Special Investigations. Richman is a graduate of the West Point Leadership Academy and the FBI Critical Incident Response Group (CIRG). He received his undergraduate education from Western Nebraska College and Purdue University. Richman is a Texas Commission on Law Enforcement (TCOLE) certified master peace officer, mental health officer, and crisis negotiator. He is a former president of the Texas Association of Hostage Negotiators, where he served on the board of directors for over 11 years. He also proudly served 16 years in the United States Air Force.
