8235.6 Former CPS Child Day Care — Provided by the Texas Workforce Commission

Former CPS Child Day Care is day care that is provided to meet a family’s need for stability after the family’s case has been closed. The service is provided only after the CPS case is closed. This day care service is not funded by DFPS.

To be eligible for Former CPS Day Care, the child must have:

  •  been in an active case where Family-based Safety Services or Family Reunification services were provided to the child or family; and

  •  received General Protective Day Care on the day the case was closed.

Former CPS Child Day Care services are available for a maximum of six months. Services may not be extended or reauthorized, and CPS staff may have no involvement with the family after the case is closed.

8235.61 Determining Eligibility

Children are eligible for Former CPS Child Day Care only when all of the following criteria are met:

  •  The child is receiving General Protective Child Day Care on the day the case is closed

  •  DFPS is not the managing conservator

  •  The child or family received Family-based Safety Services or Family Reunification services when the case was open

  •  CPS closes the case the day before the first day that Former Day Care services are provided.

CPS must not have further involvement with the family in order for the family to remain eligible for Former CPS Day Care. Further involvement is defined as having an open CPS case on the family or providing formal services to the family, or both.

8235.62 Types of Centers That May Be Used

The worker may refer families only to those child day care centers that are contracted through the local child-care management service (CCMS) agency, both designated and non-designated. Self-arranged day care providers may not provide this service.

8235.63 Ensuring Continued Care

To ensure that a child continues to receive day care after the child’s CPS case is closed, CPS staff may request former day care when there is no involvement with the family after the case is closed. Further involvement is defined as having an open CPS case on the family or providing formal services to the family, or both.

Completing Form 2054 Service Authorization

When Form 2054 Is Unavailable Through IMPACT

Authorizing Services

If the eligibility requirements are met, the worker completes Form 2054 Service Authorization to authorize payment for services, as outlined in Completing Form 2054 Service Authorization.

After the supervisor approves Form 2054, the worker:

  •  checks that Form 2054 has the appropriate signature and date;

  •  sends the new Form 2054 to the child day care center before the CPS case is closed;

  •  terminates the original Form 2054 that authorized General Protective Child Day Care on the date the case is closed;

      If the service is terminated before the end date on the current Form 2054, the worker follows the procedures for terminating services; see 8161.15 Terminating Service; and

  •  closes the case in IMPACT.

Completing Form 2054 Service Authorization

Former CPS Child Day Care is available for a maximum of six months. Services may not be extended or reauthorized, and CPS staff do not need to perform any action to terminate services.

To authorize payment for services, workers must generate Form 2054 Service Authorization, by entering the following details into the IMPACT case management system:
